The BLF Young Peoples Fund 2 (YPF 2) will be launched in two tranches:
- National grants in December 2007 and
- Local grants in April 2008.
Eligibility
The programme will be primarily aimed at the third sector such as charities, credit unions, self-help groups, social and community enterprises and community based co-operatives.
Statutory and private sector organisations may not apply. This includes schools or colleges, local authorities, parish councils, NHS trusts, commercial companies and individuals.
However, applicants are encouraged to think about how they can develop strong partnerships to maximise the effectiveness of their projects. There is scope for partnership bids with statutory and for profit organisations, where the third sector organisation is the lead applicant.
YPF 2 will chiefly target 10-18 year olds but will also cover young people up to the age of 25, who find the transition to independent adult life particularly difficult.
The programme will also continue to give priority to projects that address the needs of young people who are disadvantaged and vulnerable.
What For?
YPF 2 will focus on projects designed to promote youth inclusion, specifically by funding youth-led activities for young people. YPF 2 will continue to fund projects that help to achieve the outcomes of the ‘Every Child Matters’ Green Paper:
- Being healthy: enjoying good physical and mental health; living a healthy lifestyle
- Staying safe: being protected from harm and neglect; growing up able to look after yourself
- Enjoying and achieving: getting the most out of life; developing skills for adulthood
- Making a positive contribution: giving back to the local community and society; not offending or behaving anti-socially
- Economic well-being: overcoming socio-economic disadvantages to achieve full potential in life.
Projects will also need to demonstrate how they will help achieve the programme outcomes, which are:
- More organisations involve young people in developing, running and reviewing policies and services
- Organisations and the young people’s sector have improved young people’s services
- Organisations and the young people’s sector understand the needs of young people better
- Organisations and the young people’s sector are more able to involve young people.
How Much?
Grants will be available for up to £5 million.
YPF 2 has £76 million available to achieve its aims. It is divided equally between projects working nationally and locally.

Two tranches:
- National grants in December 2007 and
